The Date of Publication of the Manuscript

The journal of scientific Research “Hikmet” is published twice a year in an online (electronic) format on time: the first issue – until June 20 of this year, the second – until December 20. Articles for the first issue are accepted until April 15. And in the second issue, articles are accepted until October 15.

Articles in Kazakh, Russian or English are accepted, corresponding to the thematic areas of the scientific research journal “Hikmet” and compiled in accordance with the requirements of the manuscript, previously unpublished by the author/authors.

The manuscript of a scientific article is sent by the author to the editorial office in correspondence (if there are 2 and three authors, it is determined from among the authors of the manuscript) at least two months before the next issue of the journal is published. Manuscripts (with the exception of the title, information about the authors, annotations, keywords, bibliographic list) containing at least 3,000 words and no more than 7000 words are accepted for publication in the journal.

The manuscript should be sent in correspondence with the author via an electronic platform with an indication of all methodological articles and their authors. An article by one author (prepared separately or in collaboration) may be published in the journal no more than once during a calendar year.

The authors must submit to the editorial board the original of the work, which has not previously been published in other publications (in print, electronic and other open sources). The authors are responsible for the reliability, novelty and reliability of the research results. The manuscript must not be submitted for review to the reviewers of the journal, as well as to the authors after publication in the editorial period and for publication of this manuscript in another publication.

At the stages of work on the manuscript, communication between the editorial board, correspondence and the author for reviewers is carried out through the OJS electronic (online) platform, and in exceptional cases by e-mail.

The editorial board of the journal reviews the manuscripts received from the author/authors, organizes their review and, through an electronic platform, decides on publication or refusal to publish within three months from the date of receipt of the manuscript.

Copying and Plagiarism

The scientific research journal “Hikmet”, when reviewing a manuscript for compliance with formal requirements (manuscript design), checks the presence in the manuscript of the text obtained through the plagiarism verification system, the verification of scientific articles for plagiarism is carried out by the executive secretary of the journal in accordance with the “rules for checking written works for plagiarism at Ahmed Yasawi University” (UE-MKTU-100-2019). The article is excluded from publication if, according to the results of checking the Anti-Plagiarism system, a coincidence of more than 25% with scientific works is revealed. That is, the manuscript, the authenticity of which, according to the results of verification through the anti-plagiarism system, amounted to more than 75%, is then sent to reviewers.

If the authors used the works, articles, statements or quotations and statements of other researchers when writing the manuscript, then they must necessarily refer to the works of these scientists and format the quoted text correctly. Plagiarism is an unethical act that violates the principles of the Ethical Code of the scientist of the Yassawi IKTU and is not accepted by the “Hikmet” journal.

The Review Process

Manuscripts submitted to the editorial office of the journal and meeting the formal requirements, design requirements and the original indicator based on verification using the plagiarism verification system are necessarily sent for further consideration.

If the author(s) of the manuscript has a conflict of interest with another scientist(s), he (the authors) must indicate the existence of such a conflict of interest in the cover letter so that there is no unambiguous assessment of the manuscript and this manuscript is not sent to the specified scientist (reviewer).

The scientific research journal Hikmet uses an expert review of "two-way anonymity" conducted by at least two scientists with a PhD, Doctor of Sciences, Doctor of Philosophy (PhD) and a specialized scientific degree on the topic of the reviewed manuscript.

The review is carried out confidentially: the manuscript of the article is sent to reviewers through the electronic platform of the journal without specifying information about the authors. Reviewers should clearly, objectively and reasonably assess the compliance of the manuscript with the main scientific criteria, as well as its significance.

After receiving the conclusion from the reviewers, the responsible editor sends them to the author for correspondence in order to respond to comments, make appropriate changes and resend the manuscript via an electronic platform without specifying the reviewers' data.

After responding to all comments and sending them to the editorial office of the journal with amendments to the manuscript to satisfy the opinions of reviewers, the scientific editor sends all materials to the reviewers (reviewers) for revision.

The manuscript with positive reviews from two reviewers and the responsible editor is recommended for publication in the “Hikmet” journal in the order of admission to print. Manuscripts approved by the editorial board are submitted to the executive secretary for publication of the journal.

If one of the reviewers gave a positive opinion about the manuscript, and the other gave a negative one, the scientific editor sends it to the third reviewer or a member of the editorial board who is an expert on the topic of the manuscript. If the third reviewer or a member of the editorial board gives a positive opinion, the final decision on acceptance/rejection of the publication of the manuscript is made by the editor-in-chief of the “Hikmet” journal.

If there are two negative reviews, the manuscript will not be accepted for publication in the journal.

The materials of articles rejected by the editorial board based on the results of the review are not used by the editorial board for their own purposes. The editor or the executive secretary notifies the author of the refusal to publish for correspondence and sends the comments of the reviewers.

On the electronic platform of the journal, reviews of manuscripts are stored in electronic format for three years.

The review period is appointed by the responsible editor of the article, and the review period of the manuscript is no more than two months from the date of sending the material to the reviewers.
