Abstract

The article provides an overview of the experience of language testing systems in
world practice and scientific research on testology. For the formation of a test system that meets
international standards that determine the level of the Kazakh language, it is important to rely on
foreign experience, therefore, the history of the formation of language tests such as TOEFL, IELTS,
the methodology for compiling tests, the algorithm for developing tests, the principles of evaluation
in compiling language tests were analyzed. To achieve this goal, comparative, qualitative,
quantitative, psychometric research methods were used.
In world practice, it is effective to teach a language according to CEFR standards, through
international exams confirming the language level. From international practice, many language
testing systems such as TOEFL, IELTS are developed according to the standards of organizations
such as CEFR, ALTE, ETS, ACTFR, ICC. As for the system of tests that assess the level of
knowledge of the Kazakh language, there are few that do not meet the standards of such leading
international organizations as CEFR, ALTE, ETS, ACTFR, ICC. Despite the fact that the Kazakh
language has now switched to a level learning system that meets CEFR standards, the specific
teaching methodology still needs to be improved. Therefore, the research article considered the
prerequisites for the formation of a system for testing the Kazakh language in accordance with
international requirements, analyzed the scientific and practical works related to testing the Kazakh
language to date, and conducted a study
